   the Committee on Education
 
 AN  ACT  to  amend  the education law, in relation to regents competency
   examinations
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. The education law is amended by adding a new section 319 to
 read as follows:
   § 319. REGENTS COMPETENCY EXAMINATIONS. NOTWITHSTANDING ANY OTHER LAW,
 RULE  OR REGULATION TO THE CONTRARY, A STUDENT FIRST ENTERING GRADE NINE
 IN THE TWO THOUSAND FOURTEEN -- TWO THOUSAND FIFTEEN SCHOOL  YEAR  SHALL
 BE  ELIGIBLE TO RECEIVE A HIGH SCHOOL DIPLOMA UPON COMPLETING THE REQUI-
 SITE NUMBER OF CREDITS AS DETERMINED BY THE COMMISSIONER AND BY  PASSING
 EITHER  A  REGENTS  COMPETENCY  TEST  OR REGENTS EXAMINATION IN ENGLISH,
 MATHEMATICS, UNITED STATES HISTORY AND GOVERNMENT,  SCIENCE  AND  GLOBAL
 HISTORY AND GEOGRAPHY.
   § 2. This act shall take effect immediately.
