                                 BILL NUMBER:  S2702

 TITLE OF BILL :  An act to amend the public housing law, in relation
to providing a unified funding point advantage for developers creating
housing units that provide certain affordable housing

 PURPOSE OR GENERAL IDEA OF BILL :

This bill provides a unified funding score point advantage for
developers creating housing units that provide affordable housing for
municipal workers who currently reside in shelters or homeless persons
programs.

 SUMMARY OF PROVISIONS :

Section 1 amends the public housing law by adding a new section, 22-a,
which provides a unified funding point advantage for certain
developers.

Section 2 provides that effective immediately, the addition amendment
and/or repeal of any rule or regulation necessary for the
implementation of this act on its effective date are authorized and
directed to be made and completed on or before such dates.

 JUSTIFICATION :

Currently a substantial number of municipal workers with earnings from
30 to 50 percent of the New York City-Area Median Income (NYC-AMI)
find themselves residing in shelters because of lack of affordable
housing. Mostly female, they are engaged in a variety of low-wage jobs
such as security guards, home health aides and office support staff
members.

Rules of shelters are such that municipal workers are unable to
undertake additional jobs because of curfew hours. Such restrictive
curfew hours, on workers who serve the city, are especially pervasive
given their duties and great impact on our cities. Municipal workers
must juggle between the demands of two worlds; at work they are
present with great deals of adult responsibility, while in the shelter
they must obey pervasive rules such as these curfews hour.

Giving the difficulties that are present to escape homeless shelters,
even for those with jobs, this bill would help provide municipal
workers the opportunity to live in affordable and flexible housing
environments, by granting developers who provide the affordable
housing a unified point advantage.

 AN  ACT  to  amend  the  public  housing law, in relation to providing a
   unified funding point advantage for developers creating housing  units
   that provide certain affordable housing

   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. The public housing law is amended by adding a  new  section
 22-a to read as follows:
   §  22-A.  UNIFIED FUNDING POINT ADVANTAGE. ANY DEVELOPER WHICH CREATES
 AN ELIGIBLE LOW-INCOME BUILDING PURSUANT TO SUBDIVISION FIVE OF  SECTION
 TWENTY-ONE OF THIS ARTICLE WHICH IS INTENDED FOR AND DEDICATED TO MUNIC-
 IPAL  WORKERS  WHO  CURRENTLY  RESIDE  IN  SHELTERS  OR HOMELESS PERSONS
 PROGRAMS, SHALL BE GRANTED A UNIFIED FUNDING POINT ADVANTAGE.
   § 2. This act shall take effect immediately; provided,  however,  that
 effective immediately, the addition, amendment and/or repeal of any rule
 or regulation necessary for the implementation of this act on its effec-
 tive  date  are  authorized  and directed to be made and completed on or
 before such effective date.
