BILL NUMBER: S3305 TITLE OF BILL : An act to repeal certain provisions of the public health law, in relation to hospital assessments PURPOSE : To eliminate the provision mandating hospitals to charge assessments on earnings from all patient care services provided. SUMMARY OF PROVISIONS : Section 1 Repeals section 2807-d of the Public Health Law. Section 2 provides an effective date. JUSTIFICATION : Currently, section 2807-d of the Public Health Law imposes an assessment to hospitals on their gross receipts received from all patient care services. Said fee is charged to all payers, including Medicaid, private insurance and self-pay. For countless individuals and families this charge is a financial burden, which many are unable to pay for. By eliminating this charge, we can ensure that patients are able to receive the care they need and without saddling those paying for care with any additional expenses
