BILL NUMBER:  S4548

 TITLE OF BILL :  An act creating the "Empire region cricket board"
that will promote and grow the game of cricket in the tri-state area

 PURPOSE :

Creates the Empire Region Cricket Board that will promote and grow the
game of cricket in the tri-state area.

 SUMMARY OF PROVISIONS :

Section 1 establishes the Empire State Cricket Board to grow and
promote the game of Cricket.

Section 2 establishes the composition of the Empire State Cricket
Board as one member appointed by the governor; one member appointed by
the temporary president of the senate; one member appointed by the
minority leader of the senate; one member appointed by the speaker of
the assembly; one member appointed by the minority leader of the
assembly; four members appointed by the Governor of New Jersey; and
four members appointed by the Governor of Connecticut.

Section 3 provides that the act shall take effect upon the enactment
into law by the state of New Jersey and the state of Connecticut of
legislation having an identical effect; but if the state of New Jersey
              

and the state of Connecticut shall have already enacted such
legislation, then this act shall take effect immediately and provided
that the state of New Jersey and the state of Connecticut shall notify
the legislative bill drafting commission upon the occurrence of the
enactment of the provisions provided for in this act in order that the
commission may maintain an accurate and timely effective database of
the official text of the laws of the state of New York in furtherance
of effectuating the provisions of section 44 of the legislative law
and section 70-b of the public officers law.

 JUSTIFICATION :

According to the USA Cricket Association ("USACA"), cricket is
multicultural amateur sport and is passionately played in all corners
of the country on over 600 playing fields in the Unites States, USACA
states that in the U.S. there are over 25,000 active players who are
members of more than fifty leagues and 1,100 clubs across the United
States. Most players are immigrants from all over the world who have
brought the game of Cricket to their new homeland. This has made
Cricket into one of the most diverse sports in the United States.

The diversity of the New York Tri-State Region (New York, New Jersey
and Connecticut) and the influx of immigrants into the region have
made Cricket a fast growing sport in the region. You don't have to
drive far to find Cricket games being played every weekend throughout
the area.

Growing the game of Cricket could be an economic boon to the region.
Games and tournaments of Crickets could bring needed dollars into the
region. In other parts of the country, games and tournaments have been
played to capacity crowds. The Empire Region Cricket Board would work
to help Cricket to grow and thrive in the Tri-State Region. Its growth
will lead to economic growth as well as highlight the diversity of our
region.

 EFFECTIVE DATE :
This act shall take effect upon the enactment into law by the state of
New Jersey and the state of Connecticut of legislation having an
