 Introduced  by  Sen.  AVELLA -- read twice and ordered printed, and when
   printed to be committed to the Committee on Transportation
 
 AN ACT to amend the vehicle and traffic law, in  relation  to  requiring
   dealerships  to  notify the department of motor vehicles of the change
   in registration corresponding to the change of ownership when a  vehi-
   cle is traded in to a dealership
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Section 420 of the vehicle and traffic law  is  amended  by
 adding a new subdivision 9 to read as follows:
   9.  PROVIDED,  FURTHER,  THAT  WHEN A DEALER RECEIVES A MOTOR VEHICLE,
 MOTORCYCLE OR TRAILER AS A TRADE-IN FROM  AN  OWNER,  THE  DEALER  SHALL
 PROVIDE  NOTICE  TO  THE DEPARTMENT OF SUCH TRANSFER INCLUDING THE LEGAL
 NAME OF THE DEALER THAT ACCEPTED SUCH TRADE.
   § 2. This act shall take effect immediately.
