AN ACT to amend the education law, in relation to the regents establish-
ing a process for colleges to become universities
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:
Section 1. The education law is amended by adding a new section 216-d
to read as follows:
§ 216-D. PROCESS FOR BECOMING A UNIVERSITY. 1. THE REGENTS SHALL
ESTABLISH A PROCESS FOR COLLEGES TO BE ALLOWED TO BECOME A UNIVERSITY
WHERE THE COLLEGE:
A. IS AUTHORIZED BY THE REGENTS TO OFFER AT LEAST THE FOLLOWING:
(I) A RANGE OF UNDERGRADUATE PROGRAMS;
(II) FIFTEEN MASTER'S PROGRAMS; AND
(III) ONE DOCTORAL PROGRAM; AND
B. MEETS OR EXCEEDS ANY OTHER REQUIREMENT DEEMED NECESSARY BY THE
REGENTS.
2. UPON APPLICATION BY A COLLEGE MEETING THE REQUIREMENTS IN SUBDIVI-
SION ONE OF THIS SECTION, THE REGENTS SHALL, IN A TIMELY MANNER, MAKE A
DECISION REGARDING THE APPLICATION OF THE COLLEGE.
§ 2. This act shall take effect on the one hundred eightieth day after
it shall have become a law.
