 Introduced  by  Sen. KENNEDY -- read twice and ordered printed, and when
   printed to be committed to the Committee on Children and Families
 
 AN ACT to amend the social services law, in relation to  establishing  a
   child care task force; and providing for the repeal of such provisions
   upon expiration thereof

   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. The social services law is amended by adding a new  section
 390-k to read as follows:
   § 390-K. CHILD CARE TASK FORCE. 1. THE CHILD CARE TASK FORCE IS HEREBY
 CREATED  TO  STUDY AND ANALYZE THE AVAILABILITY OF CHILD CARE WITHIN THE
 STATE, ASSESS AFFORDABILITY ISSUES FOR PROVIDERS AND PARENTS, AND  IDEN-
 TIFY  AREAS  THAT NEED TO BE ADDRESSED BY THE STATE, THROUGH ADMINISTRA-
 TIVE OR LEGISLATIVE ACTION.
   2. (A) SUCH TASK FORCE SHALL CONSIST OF ELEVEN MEMBERS TO BE APPOINTED
 AS FOLLOWS: ONE SHALL BE APPOINTED BY THE STATE COMPTROLLER  OR  HIS  OR
 HER  DESIGNEE;  ONE SHALL BE APPOINTED BY THE COMMISSIONER OF THE OFFICE
 OF CHILDREN AND FAMILY SERVICES OR HIS OR HER  DESIGNEE;  ONE  SHALL  BE
 APPOINTED  BY  THE  TEMPORARY  PRESIDENT  OF  THE  SENATE;  ONE SHALL BE
 APPOINTED BY THE MINORITY LEADER OF THE SENATE; ONE SHALL  BE  APPOINTED
 BY  THE  SPEAKER OF THE ASSEMBLY; ONE SHALL BE APPOINTED BY THE MINORITY
 LEADER OF THE  ASSEMBLY;  FIVE  SHALL  BE  APPOINTED  BY  THE  GOVERNOR.
 APPOINTMENTS SHALL BE MADE NO LATER THAN THIRTY DAYS AFTER THE EFFECTIVE
 DATE OF THIS SECTION. THE CHAIRPERSON OF THE CHILD CARE TASK FORCE SHALL
 BE DESIGNATED BY THE GOVERNOR.
   (B) MEMBERS OF THE CHILD CARE TASK FORCE SHALL RECEIVE NO COMPENSATION
 FOR THEIR SERVICE, BUT SHALL BE REIMBURSED FOR THEIR NECESSARY AND ACTU-
 AL  EXPENSES  INCURRED IN THE PERFORMANCE OF THEIR DUTIES IN THE WORK OF
 THE TASK FORCE.
   3. THE TASK FORCE ESTABLISHED MAY:
