 Introduced  by  Sens. KLEIN, CARLUCCI -- read twice and ordered printed,
   and when printed to be committed to the Committee on  Veterans,  Home-
   land Security and Military Affairs
 
 AN  ACT  to  amend  the  executive  law, in relation to the reporting of
   suspicious activity to the division of homeland security and emergency
   services

   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. The executive law is amended by adding a new section 719 to
 read as follows:
   § 719. SUSPICIOUS RENTAL ACTIVITY. 1. THE DIVISION SHALL ESTABLISH AND
 OPERATE  A TOLL-FREE HOTLINE FOR RENTAL VEHICLE COMPANIES, AS DEFINED IN
 PARAGRAPH (C) OF SUBDIVISION ONE OF SECTION THREE  HUNDRED  NINETY-SIX-Z
 OF  THE  GENERAL  BUSINESS LAW, TO NOTIFY THE DIVISION OF ANY SUSPICIOUS
 RENTAL ACTIVITY. SUCH SUSPICIOUS RENTAL ACTIVITY SHALL INCLUDE, BUT  NOT
 BE  LIMITED  TO,  REPEAT  RENTALS OF MOTOR VEHICLES WITH A GROSS VEHICLE
 WEIGHT RATING OF OVER SIX THOUSAND POUNDS, SUSPICIOUS USE OF  THE  VEHI-
 CLE,  NOTICEABLE  MODIFICATION  OF  THE  VEHICLE,  OR ANY OTHER ACTIVITY
 DEEMED SUSPICIOUS BY THE DIVISION OR A RENTAL VEHICLE COMPANY.
   2. THE DIVISION SHALL TAKE SUCH STEPS AS NECESSARY TO  EDUCATE  RENTAL
 VEHICLE  COMPANIES  ON WHAT MAY BE CONSIDERED SUSPICIOUS RENTAL ACTIVITY
 AND ON THE EXISTENCE AND USE OF THE TOLL-FREE HOTLINE.
   § 2. This act shall take effect on the ninetieth day  after  it  shall
 have become a law.
