 Introduced  by  Sen.  AVELLA -- read twice and ordered printed, and when
   printed to be committed to the Committee on Veterans, Homeland Securi-
   ty and Military Affairs
 
 AN ACT to amend the executive  law,  in  relation  to  establishing  the
   veterans' cultural benefit card program
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. The executive law is amended by adding a new section  353-b
 to read as follows:
   §  353-B.  VETERANS'  CULTURAL  BENEFIT CARD PROGRAM. 1. THE VETERANS'
 CULTURAL BENEFIT CARD PROGRAM IS HEREBY CREATED.  THE  PURPOSE  OF  SUCH
 PROGRAM  SHALL  BE  TO  PROVIDE  STATE FUNDS TO ALLOW VETERANS ACCESS TO
 ZOOS, MUSEUMS, HISTORICAL MONUMENTS, AND OTHER CULTURAL  ATTRACTIONS  BY
 PROVIDING FREE OR REDUCED FARE TO SUCH CULTURAL ATTRACTIONS.
   2. THE STATE DIRECTOR SHALL ESTABLISH:
   (A)  A LIST OF ZOOS, MUSEUMS, HISTORICAL MONUMENTS, AND OTHER CULTURAL
 ATTRACTIONS WHICH SHALL BE ELIGIBLE  TO  PARTICIPATE  IN  THE  VETERANS'
 CULTURAL  BENEFIT  CARD  PROGRAM  TO GIVE VETERANS FREE OR REDUCED FARE,
 WITH THE STATE REIMBURSING SUCH ESTABLISHMENTS FOR  THE  COSTS  OF  SUCH
 FREE OR REDUCED FARE;
   (B) THE PERCENTAGE AMOUNT OF THE FARE DISCOUNT APPLIED TO THE STANDARD
 PRICE,  AND THE DAYS OF THE WEEK OR THE NUMBER OF SUCH DAYS IN A WEEK ON
 WHICH SUCH DISCOUNT SHOULD BE OFFERED; AND
   (C) THE DESIGN OF THE VETERANS' CULTURAL BENEFIT CARD TO  BE  DISTRIB-
 UTED  TO  QUALIFIED  ENROLLED  VETERANS,  AND  SIGNS  TO BE DISPLAYED AT
 PARTICIPATING  CULTURAL  ATTRACTIONS  INDICATING  PARTICIPATION  IN  THE
 PROGRAM.
   3.  THE  DIVISION  SHALL  PROVIDE  SUCH FUNDS, WITHIN THE AMOUNTS MADE
 AVAILABLE BY APPROPRIATION THEREFOR, AS SHALL BE NECESSARY  TO  INITIATE
 AND MAINTAIN THE PROGRAM.
   4.  THE  DIVISION  SHALL  REQUIRE  A  CERTIFIED  COPY  OF  A VETERAN'S
 DISCHARGE PAPERS TO PARTICIPATE IN THE VETERANS' CULTURAL  BENEFIT  CARD
 PROGRAM.  UPON RECEIPT OF SUCH CERTIFIED COPY BY THE DIVISION, A VETERAN
 SHALL BE ISSUED A VETERAN'S CULTURAL BENEFIT CARD.
