TITLE OF BILL:  An act to amend the real property tax law, in relation
to the taxation of certain lands in Bowman Lake State Park

 
PURPOSE OR GENERAL IDEA OF BILL:

To authorize local taxation by the Towns of McDonough and Preston to
maintain services.

 
SUMMARY OF SPECIFIC PROVISIONS:

Section one amends section 532 of the real property tax law and adds a
new subdivision (k) that reads, land owned by the state situate in the
towns of McDonough and Preston in the county of Chenango, constituting a
portion of Bowman Lake State Park, the title to which was vested in the
state in February twenty-first, two thousand seventeen.

Sections two is the effective date.

              

 
JUSTIFICATION:

In February 2017 New York State purchased approximately 313.84 acres of
private property in the Towns of McDonough and Preston to expand Bowman
Lake State Park. This purchase dropped $58,000 of assessed value off the
tax rolls in the Town of McDonough and $113,000 in the Town of Preston.

With New York State taking land off the tax rolls it creates an undue
burden for Chenango County and the Towns of McDonough and Preston. In
the past, the state has allowed for local taxation to maintain services.
This bill would add the towns of McDonough and Preston to those taxable
for all purposes.
