 AN ACT to amend the public health law, in relation to  streamlining  the
   application  process  for  the primary care service corps practitioner
   loan repayment program
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  The  public health law is amended by adding a new section
 925 to read as follows:
   § 925. APPLICATIONS. THE DEPARTMENT SHALL ASSESS THE  RESULTS  OF  ITS
 DEVELOPMENT  AND IMPLEMENTATION OF A MORE EFFICIENT APPLICATION STRATEGY
 DESIGNED TO IMPROVE, MODERNIZE AND STREAMLINE ALL FORMS USED IN CONJUNC-
 TION WITH ALL THE DOCTORS ACROSS NEW YORK PHYSICIAN LOAN  REPAYMENT  AND
 PHYSICIAN  PRACTICE  SUPPORT  PROGRAMS. IN DEVELOPING SUCH MODERNIZATION
 AND EFFICIENCY STRATEGY, THE DEPARTMENT  SHALL  CONSULT  WITH  REPRESEN-
 TATIVES  OF  MEDICAL  PROVIDERS, THE MEDICAL SOCIETY OF THE STATE OF NEW
 YORK, THE AMERICAN COLLEGE OF PHYSICIANS, MEDICAL  RESIDENTS,  HOSPITALS
 AND  OTHER STAKEHOLDERS. THE DEPARTMENT SHALL COMPLETE THE MODERNIZATION
 AND STREAMLINING OF THE APPLICATION PROCESS AND  AN  ASSESSMENT  OF  THE
 IMPACT WITH SPECIFIC FOCUS ON THE NUMBER OF INDIVIDUAL APPLICANTS VERSUS
 INSTITUTIONAL  APPLICANTS,  INCREASED  FLEXIBILITY  TOWARDS  ELIGIBILITY
 QUALIFICATIONS FOR INDIVIDUAL APPLICANTS IN UNDERSERVED AREAS AND  SHALL
 INCLUDE  A  THOROUGH REVIEW OF THE ACCESSIBILITY AND FAIRNESS OF THE NEW
 YORK STATE GRANTS GATEWAY FOR INDIVIDUAL  APPLICANTS  BY  MARCH  THIRTY-
 FIRST, TWO THOUSAND NINETEEN.
   § 2. This act shall take effect immediately.

 AN  ACT  to amend the public health law, in relation to applications for
   funds under  the  physician  loan  repayment  and  physician  practice
   support programs

   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Paragraph (e-1) of subdivision 5-a of section 2807-m of the
 public health law, as amended by section 6 of part H of  chapter  57  of
 the laws of 2017, is amended to read as follows:
   (e-1) Work group. For funding available pursuant to paragraphs (d) and
 (e) of this subdivision:
   (i)  The  department  shall  appoint a work group from recommendations
 made by associations  representing  physicians,  general  hospitals  and
 other  health care facilities to develop a streamlined application proc-
 ess by June first, two thousand twelve.
   (ii) Subject to available funding, applications shall be accepted on a
 continuous basis. The department shall provide technical  assistance  to
 applicants  to facilitate their completion of applications. An applicant
 shall be notified in writing  by  the  department  within  ten  days  of
 receipt  of an application as to whether the application is complete and
 if the application is incomplete, what information is  outstanding.  The
 department  shall act on an application within thirty days of receipt of
 a complete application.
   (III) THE DEPARTMENT SHALL APPOINT A WORK GROUP INCLUDING  INDIVIDUALS
 RECOMMENDED  BY  ASSOCIATIONS REPRESENTING PHYSICIANS, GENERAL HOSPITALS
 AND OTHER HEALTH CARE FACILITIES, TO ASSESS THE IMPACT  OF  THE  CURRENT
 GRANT  APPLICATION PROCESS ON THE NUMBER OF INDIVIDUAL APPLICANTS VERSUS
 INSTITUTIONAL APPLICANTS IN UNDERSERVED AREAS AND SHALL INCLUDE A  THOR-
 OUGH  REVIEW  OF  THE  ACCESSIBILITY  AND FAIRNESS OF THE NEW YORK STATE
 GRANT GATEWAY FOR INDIVIDUAL APPLICANTS BY MARCH THIRTY-FIRST, TWO THOU-
 SAND NINETEEN.
   § 2. This act shall take effect immediately.
