AN ACT to amend the election law, in relation to authorizing  registered
  voters  to  vote at primary and general elections within fourteen days
  of such elections

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  Article  8 of the election law is amended by adding a new
title 6 to read as follows:
                                TITLE VI
                        EARLY VOTING AT BOARD OF
                                ELECTIONS
SECTION 8-600. EARLY VOTING; GENERAL.
        8-602. EARLY VOTING PERIOD.
        8-604. EARLY VOTING PROCEDURE.
        8-606. EARLY VOTING; STATE BOARD OF ELECTIONS.
  § 8-600. EARLY VOTING; GENERAL. A REGISTERED VOTER SHALL BE PERMITTED,
IN ANY PRIMARY OR GENERAL ELECTION HELD PURSUANT TO  THE  PROVISIONS  OF
THIS  CHAPTER,  TO  VOTE  IN  SUCH  ELECTION AT THE APPROPRIATE BOARD OF
ELECTIONS DURING THE EARLY VOTING PERIOD FOR THE ELECTION.
  § 8-602. EARLY VOTING PERIOD. THE EARLY VOTING PERIOD, REQUIRED PURSU-
ANT TO SECTION 8-600 OF THIS TITLE, SHALL BE DURING THE NORMAL  BUSINESS
HOURS  OF  THE  BOARD OF ELECTIONS ON EACH DAY THAT IS FOURTEEN OR FEWER
DAYS PRIOR TO THE ELECTION THE REGISTERED VOTER  IS  ENGAGED  IN  VOTING
EARLY THEREIN.
  §  8-604.  EARLY VOTING PROCEDURE. EACH BOARD OF ELECTIONS, DURING THE
EARLY VOTING PERIOD PROVIDED PURSUANT TO SECTION 8-602  OF  THIS  TITLE,
SHALL  PROVIDE  A  BALLOT  TO A REGISTERED VOTER FOR THE ELECTIONS TO BE
CONDUCTED IN SUCH VOTER'S ELECTION DISTRICT. UPON COMPLETION OF A BALLOT
BY A REGISTERED VOTER SUCH BALLOT SHALL BE PLACED IN A  SEALED  ENVELOPE
TO  BE  TRANSMITTED  TO  THE  NORMAL  POLLING PLACE OF SUCH VOTER, TO BE
OPENED ONLY UPON THE CLOSING OF THE POLLS ON THE  REGULAR  DATE  OF  THE
PRIMARY  OR  GENERAL  ELECTION,  AND  COUNTED AT THAT TIME. THE BOARD OF
ELECTIONS SHALL DULY NOTE EACH VOTER WHO  HAS  VOTED  DURING  THE  EARLY
