BILL NUMBER: S2124 TITLE OF BILL : An act to amend the education law, in relation to developing guidelines to encouraging participation in apprenticeships and raising awareness in apprenticeship opportunities PURPOSE : To ensure that high school students in New York are made aware of apprenticeship and trade opportunities. SUMMARY OF PROVISIONS : Section one directs the commissioner, in consultation with the department of labor and pupil personnel advocates, develop guidelines for use by high school guidance counselors in making students aware of apprenticeship opportunities and encouraging student participation in apprenticeships. Section two sets the effective date. JUSTIFICATION : Every year many jobs in New York go unfilled because of the lack of workers with the appropriate skills necessary to fill those jobs. Section 305 of the education law is amended by adding a new subdivision 56 to read as follows: 56. THE COMMISSIONER SHALL, IN CONSULTATION WITH THE DEPARTMENT OF LABOR AND PUPIL PERSONNEL ADVOCATES, DEVELOP GUIDELINES FOR USE BY HIGH SCHOOL COUNSELORS AND GUIDANCE COUNSELORS TO COORDINATE SERVICES WITH LOCAL REPRESENTATIVES OF THE BUILDING AND CONSTRUCTION TRADE COUNCILS, PORT MARITIME COUNCILS, AND COUNCILS OF MANUFACTURING AND INDUSTRY FOR PURPOSES OF ENCOURAGING PARTICIPATION IN APPRENTICESHIPS AND RAISING AWARENESS SURROUNDING APPRENTICESHIP OPPORTUNITIES. SUCH GUIDELINES SHALL BE MADE AVAILABLE ON THE DEPARTMENT'S WEBSITE AND SHALL BE UPDATED ANNUALLY. § 2. This act shall take effect immediately.
