BILL NUMBER:  S2585A

 TITLE OF BILL :  An act to amend the highway law, in relation to the
Private First Class Duane C. Scott Memorial Highway

 PURPOSE :

Expands the Private First Class Duane C. Scott Memorial Highway to
include the entirety of State Route 275 in the County of Allegany.

 SUMMARY OF PROVISIONS :

Section 1: Amends Section 344-e of the highway law to expand the
Private First Class Duane C. Scott Memorial Highway to include the
entirety of state route two hundred seventy-five in the county of
Allegany, commencing at the intersection of Wellsville Street and Main
Street/state route two hundred seventy-five in the village of Bolivar,
continuing in a generally northerly direction on state route two
hundred seventy-five, and terminating at the intersection of state
route two hundred seventy-five and exit twenty-nine of interstate
route eighty-six in the hamlet of Friendship within the town of
Friendship.

Section 2: States that the commissioner of transportation shall
provide for the installation and maintenance of adequate signing of
the state highway systems as designated pursuant to section 1 of this
              

act. The designation will be for ceremonial purposes only, and the
roads official name will not be changed as a result of this act.

Section 3: Sets forth the effective date.

 JUSTIFICATION :

This legislation corrects an oversight in Chapter 381 of the Laws of
2016, by expanding the Private First Class Duane C. Scott Memorial
Highway to include the entirety of State Route 275 in the County of
Allegany.

The proper signing has already been installed by the New York State
Department of Transportation (NYSDOT) at the beginning and end of
State Route 275 in Allegany County. This measure simply seeks to
provide uniformity between the signing installed by NYSDOT and the
statute.

Private First Class Duane Carl Scott served his nation in the Vietnam
War as a member of Bravo Company, 2nd Battalion, 35th Infantry
Regiment. PFC Scott completed his training at Fort Dix, New Jersey and
spent six months in the Army before being deployed. His tour began on
August 3, 1969, when he and his fellow soldiers deployed to Vietnam.

PFC Scott was born on July 25, 1949 and grew up and attended school in
the village of Richburg, New York, in Allegany County, until his
military service began. The portion of Route 275 that would be
dedicated by this bill passes PFC Scott's elementary school and the
cemetery in which he was laid to rest.

While serving honorably, and having spent fewer than 60 days in
country, PFC Duane C. Scott was Killed in Action on September 29, 1969
in Pleiku Province, Vietnam. For his service, PFC Scott was awarded
the Bronze Star, the Purple Heart, the Combat Infantryman Badge, the
National Defense Service Medal, the Vietnam Service Medal, the Vietnam
Campaign Medal and the Vietnam Cross of Gallantry with Palm Unit
Citation.

PFC Scott was awarded the Bronze Star for distinguishing himself
through outstanding meritorious service in connection with ground
operations against a hostile force in the Republic of Vietnam. The
dedication of State Route 275 in Allegany County is but one small way
for this state to honor the bravery, dedication and ultimate sacrifice
of this brave American hero.
