BILL NUMBER: S3816 TITLE OF BILL : An act authorizing the town of East Hampton, Suffolk county, to establish a tick control district PURPOSE : To allow the Town of East Hampton to establish a tick control district. SUMMARY OF PROVISIONS : Authorizes the town of East Hampton to establish a tick control district pursuant to articles 12 and 12-a of the town law. JUSTIFICATION : The tick population and severity and extent of tick borne illnesses in New York, especially on the East End of Long Island, has reached the level of a public health crisis. According to the New York State Department of Health, there have been over 95,000 confirmed cases of Lyme Disease since it first became reportable in 1986. In addition, more and more cases of other serious tick-borne diseases, such as Anaplasmosis, Babesiosis, Ehrlichiosis and Rocky Mountain Spotted

THIELE -- read once and referred to the Committee on Local Governments AN ACT authorizing the town of East Hampton, Suffolk county, to estab- lish a tick control district THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The town of East Hampton, in the county of Suffolk, is hereby authorized to establish a tick control district pursuant to arti- cles 12 and 12-A of the town law. Such tick control district shall be established, funded, operated and otherwise controlled by the provisions of articles 12 and 12-A of the town law and the provisions of this act. To the extent that the provisions of this act shall in any way be in conflict with articles 12 and 12-A of the town law, the provisions of this act shall be controlling. § 2. The purpose of the tick control district shall be to take such action as may be required to adopt plans and specifications and enter into a contract or contracts, or take such other actions as may be required, and shall be authorized to use every means feasible and prac- tical to conduct surveillance and investigations related to tick popu- lations and presence of tick-borne diseases and to suppress ticks which are vectors of human disease requiring public action for their control. Such measures shall not be injurious to wildlife, human health, or the environment. § 3. This act shall take effect immediately.
