 AN ACT to amend the state finance law, in relation  to  providing  state
   aid  to  municipalities  to offset the costs and expenses of providing
   public safety services that are necessary as a result of the  presence
   of a residential institution located in such municipality
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. The state finance law is amended by adding  a  new  section
 54-m to read as follows:
   § 54-M. STATE AID TO OFFSET COSTS AND EXPENSES OF CERTAIN PUBLIC SAFE-
 TY  SERVICES. 1. FOR PURPOSES OF THIS SECTION, THE FOLLOWING TERMS SHALL
 HAVE THE FOLLOWING MEANINGS:
   A. "HOST MUNICIPALITY" SHALL MEAN A MUNICIPALITY IN WHICH  A  RESIDEN-
 TIAL INSTITUTION IS LOCATED, EITHER IN WHOLE OR IN PART.
   B.  "RESIDENTIAL  INSTITUTION"  SHALL  MEAN  ANY FOUR YEAR RESIDENTIAL
 SCHOOL, COLLEGE OR UNIVERSITY OF THE STATE UNIVERSITY OF NEW YORK.
   C. "MUNICIPALITY" SHALL MEAN A COUNTY, TOWN, CITY OR  VILLAGE  LOCATED
 IN THIS STATE.
   2.  WITHIN  THE  AMOUNT  APPROPRIATED THEREFOR, EACH HOST MUNICIPALITY
 SHALL RECEIVE AID ACCORDING TO THE  FORMULA  SET  FORTH  IN  SUBDIVISION
 THREE OF THIS SECTION. AID RECEIVED BY A HOST MUNICIPALITY SHALL BE USED
 BY SUCH HOST MUNICIPALITY AS FOLLOWS:
   A.  FIFTY  PERCENT  OF  SUCH  AID RECEIVED SHALL BE USED TO OFFSET THE
 COSTS AND EXPENSES OF PROVIDING PUBLIC SAFETY SERVICES THAT  ARE  NECES-
 SARY AS A RESULT OF THE PRESENCE OF A RESIDENTIAL INSTITUTION LOCATED IN
 SUCH HOST MUNICIPALITY; AND
   B. FIFTY PERCENT OF SUCH AID RECEIVED SHALL BE USED TO REDUCE THE REAL
 PROPERTY TAX LEVIED BY SUCH HOST MUNICIPALITY.
   3.  THE  AMOUNT OF AID MADE AVAILABLE TO A HOST MUNICIPALITY TO OFFSET
 THE COSTS AND EXPENSES OF PROVIDING PUBLIC SAFETY SERVICES SHALL BE  THE
