BILL NUMBER: S4481 TITLE OF BILL : An act to amend the education law, in relation to contracts for the Arthur O. Eve opportunity for higher education PURPOSE : To authorize New York colleges and universities participating in the Higher Education Opportunity Program (HEOP) to spend funds on certain expenses beneficial to students and the program. SUMMARY OF PROVISIONS : Section 1: Amends subdivision 3 of section 6451 of the Education Law to add new categories of expenses authorized under HEOP. These include: the hiring of clerical support staff and professional development activities and travel for program staff. Section 2: Establishes the effective date. JUSTIFICATION : This legislation amends the law regarding the HEOP program to allow participating colleges and universities to spend program funds on certain activities and expenses to benefit students in the program. VALESKY -- read twice and ordered printed, and when printed to be committed to the Committee on Higher Education AN ACT to amend the education law, in relation to contracts for the Arthur O. Eve opportunity for higher education THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Paragraphs g and h of subdivision 3 of section 6451 of the education law, as added by chapter 494 of the laws of 2016, are amended and two new paragraphs i and j are added to read as follows: g. Expenses related to helping students apply for and prepare for graduate or professional school; [and] h. The hiring of enrolled students participating in an Arthur O. Eve opportunity for higher education work-study program[.]; I. THE HIRING OF CLERICAL SUPPORT STAFF; AND J. PROFESSIONAL DEVELOPMENT ACTIVITIES AND TRAVEL FOR PROGRAM STAFF. § 2. This act shall take effect on the same date and the same manner as chapter 494 of the laws of 2016, takes effect.
