   printed to be committed to the Committee on Elections
 
 AN ACT to amend the election law, in relation to notifying  voters  that
   New York practices a closed primary system
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Subdivision 5 of section  5-210  of  the  election  law  is
 amended by adding a new paragraph (n) to read as follows:
   (N)  NOTICE  IN  BOLD FONT, AT LEAST TWICE THE SIZE OF ALL OTHER FONT,
 STATING: "THE STATE OF NEW YORK PRACTICES A CLOSED PARTY  SYSTEM,  MEAN-
 ING,  ONLY  REGISTERED MEMBERS OF A PARTICULAR PARTY ARE ALLOWED TO VOTE
 IN THAT PARTY'S PRIMARY ELECTION. THUS, FOR EXAMPLE, IF YOU WISH TO VOTE
 IN THE DEMOCRATIC PRIMARY, YOU MUST REGISTER AS A DEMOCRAT.    LIKEWISE,
 IF  YOU  WISH  TO VOTE IN THE REPUBLICAN PRIMARY, YOU MUST REGISTER AS A
 REPUBLICAN. REGARDLESS OF HOW YOU REGISTER, YOU CAN VOTE FOR  ANY  PARTY
 IN THE GENERAL ELECTION."
   § 2. This act shall take effect immediately.

 AN  ACT  to amend the election law, in relation to notifying voters that

   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  Paragraph  (f)  of  subdivision 5 of section 5-210 of the
 election law, as amended by chapter 179 of the laws of 2005, is  amended
 to read as follows:
   (f)  Notice [that political] IN BOLD AND PROMINENT TYPE, STATING: "THE
 STATE OF NEW YORK PRACTICES  A  CLOSED  PARTY  SYSTEM.  POLITICAL  party
 enrollment  is  optional  [but  that,] AND in order to vote in a primary
 election of a political party, a voter must  enroll  in  that  political
 party, unless state party rules allow [otherwise] OTHERWISE".
   § 2. This act shall take effect immediately.
