 AN ACT to amend the public health law, in relation to issuing non-certi-
   fied copies of original long form birth certificates to adoptees
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1. Section 4174 of the public health law is amended by adding
 a new subdivision 10 to read as follows:
   10.(A) THE COMMISSIONER, OR ANY PERSON AUTHORIZED BY HIM OR HER, SHALL
 ISSUE NON-CERTIFIED COPIES OF ORIGINAL LONG FORM BIRTH CERTIFICATES UPON
 SPECIFIC REQUEST THEREFOR BY AN ADOPTEE, IF EIGHTEEN  YEARS  OF  AGE  OR
 MORE, OR IF THE ADOPTEE IS DECEASED, BY THE ADOPTEE'S DESCENDANTS, OR BY
 OTHER  LAWFUL  REPRESENTATIVES  OF  SUCH  ADOPTEE, TO WHOM THE RECORD OF
 BIRTH RELATES INCLUDING AUTHORIZED REPRESENTATIVES  OF  A  LOCAL  SOCIAL
 SERVICES  DISTRICT  IF THE ADOPTEE IS IN THE CARE AND CUSTODY OR CUSTODY
 AND GUARDIANSHIP OF SUCH DISTRICT.
   (B) THE COMMISSIONER SHALL ISSUE A NON-CERTIFIED COPY OF THE  ORIGINAL
 LONG FORM BIRTH CERTIFICATE WITHIN FORTY-FIVE DAYS AFTER RECEIPT OF SUCH
 REQUEST.
   (C)  THE DEPARTMENT SHALL DEVELOP POLICIES AND PROCEDURES NECESSARY TO
 IMPLEMENT THIS SUBDIVISION BY FEBRUARY FIRST, TWO THOUSAND EIGHTEEN.
   (D) THE DEPARTMENT MAY CHARGE A FEE  FOR  ISSUING  SUCH  NON-CERTIFIED
 COPY  OF AN ORIGINAL LONG FORM BIRTH CERTIFICATE. THE FEE MAY NOT EXCEED
 THE FEE FOR A CERTIFIED COPY OF AN ORIGINAL LONG FORM BIRTH  CERTIFICATE
 AS PROVIDED FOR IN SUBDIVISION TWO OF THIS SECTION.
   § 2. This act shall take effect July 1, 2017.

 AN  ACT to amend the public health law, in relation to issuing certified
   copies of original long form birth certificates to adoptees
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1. Section 4174 of the public health law is amended by adding

   10. (A) NOTWITHSTANDING ANY OTHER PROVISION OF LAW, THE  COMMISSIONER,
 OR  ANY PERSON AUTHORIZED BY HIM OR HER, SHALL ISSUE CERTIFIED COPIES OF
 ORIGINAL LONG FORM BIRTH CERTIFICATES UPON SPECIFIC REQUEST THEREFOR (I)
 BY AN ADOPTEE, IF EIGHTEEN YEARS OF AGE OR MORE, OR (II) IF THE  ADOPTEE
 IS  DECEASED,  BY  THE  ADOPTEE'S  DIRECT  LINE DESCENDANTS, OR (III) BY
 LAWFUL REPRESENTATIVES OF SUCH ADOPTEE,  OR  LAWFUL  REPRESENTATIVES  OF
 SUCH  DECEASED ADOPTEE'S DIRECT LINE DESCENDENTS, AS THE CASE MAY BE, OR
 (IV) AUTHORIZED REPRESENTATIVES OF A LOCAL SOCIAL SERVICES  DISTRICT  IF
 THE  ADOPTEE  IS  IN THE CARE AND CUSTODY OR CUSTODY AND GUARDIANSHIP OF
 SUCH DISTRICT.
   (B) THE COMMISSIONER SHALL ISSUE A CERTIFIED COPY OF THE ORIGINAL LONG
 FORM BIRTH CERTIFICATE WITHIN FORTY-FIVE  DAYS  AFTER  RECEIPT  OF  SUCH
 REQUEST.
   (C)  THE DEPARTMENT SHALL DEVELOP POLICIES AND PROCEDURES NECESSARY TO
