BILL NUMBER: S5403 TITLE OF BILL : An act to amend the public authorities law, in relation to allowing entry of judgments and seizure and removal of vehicles for unpaid and uncontested tolls and violation fees PURPOSE OF THE BILL : This legislation would strengthen toll violation enforcement and deter toll evasion on the Triborough Bridge and Tunnel Authority's (TBTA) seven bridges and two tunnels by facilitating the entry of judgments against registered vehicle owners on their unpaid and uncontested tolls and violation fees, and authorizing the TBTA to seize and remove vehicles whose registered owners have more than three fifty dollars in such judgments. SUMMARY OF PROVISIONS : Section 1 of the bill would amend Public Authorities Law § 553 to authorize the TBTA to enter judgments against registered vehicle owners on unpaid and uncontested tolls and violation fees and enforce them, without court proceedings, in the same manner as the enforcement of money judgments in civil actions in any court of competent jurisdiction or any other place provided for the entry of civil

ROBACH -- (at request of the Metropolitan Transporta- tion Authority) -- read twice and ordered printed, and when printed to be committed to the Committee on Transportation AN ACT to amend the public authorities law, in relation to allowing entry of judgments and seizure and removal of vehicles for unpaid and uncontested tolls and violation fees THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 553 of the public authorities law is amended by adding a new subdivision 23 to read as follows: 23. TO ENTER JUDGMENTS AGAINST REGISTERED VEHICLE OWNERS ON THEIR UNPAID AND UNCONTESTED TOLLS AND VIOLATION FEES AND ENFORCE SUCH JUDG- MENTS, WITHOUT COURT PROCEEDINGS, IN THE SAME MANNER AS THE ENFORCEMENT OF MONEY JUDGMENTS IN CIVIL ACTIONS IN ANY COURT OF COMPETENT JURISDIC- TION OR ANY OTHER PLACE PROVIDED FOR THE ENTRY OF CIVIL JUDGMENTS WITHIN THE STATE OF NEW YORK. WHEN SUCH JUDGMENT OR JUDGMENTS AGAINST A REGIS- TERED VEHICLE OWNER TOTAL MORE THAN THREE HUNDRED FIFTY DOLLARS, VEHI- CLES BELONGING TO THE REGISTERED VEHICLE OWNER AGAINST WHOM THE JUDGMENT OR JUDGMENTS HAVE BEEN ENTERED WOULD BE SUBJECT TO SEIZURE AND REMOVAL. § 2.
