BILL NUMBER: S5815 TITLE OF BILL : An act to amend the civil service law, in relation to employees classified as the Triborough bridge and tunnel authority superior officers benevolent association of an MTA-employer and the resolution of disputes in the course of collective negotiations PURPOSE OR GENERAL IDEA OF BILL : To allow certified or registered public employee organizations to represent employees as the Triborough Bridge and Tunnel Authority Superior Officer Benevolent Association of an MTA-public employer and to be covered by the provisions of section 209 of the Civil Service Law. SUMMARY OF PROVISIONS : Section one amends section 209 of the Civil Service Law to grant binding arbitration to Triborough bridge and tunnel authority superior officers benevolent association members. Section two of this bill provides that this act shall take effect immediately, provided, however, that the amendments to paragraph (f) of section 209(5) of the Civil Service Law made by section one of this

GOLDEN -- read twice and ordered printed, and when printed to be committed to the Committee on Civil Service and Pensions AN ACT to amend the civil service law, in relation to employees classi- fied as the Triborough bridge and tunnel authority superior officers benevolent association of an MTA-employer and the resolution of disputes in the course of collective negotiations THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subparagraph (iii) of paragraph (f) of subdivision 5 of section 209 of the civil service law is renumbered subparagraph (iv) and a new subparagraph (iii) is added to read as follows: (III) WITHIN NINETY DAYS OF THE ENACTMENT OF THIS SUBPARAGRAPH, AND ONLY WITHIN SUCH TIME PERIOD, ANY SUCH PUBLIC EMPLOYEE ORGANIZATION CERTIFIED OR REGISTERED TO REPRESENT EMPLOYEES CLASSIFIED AS THE TRIBOR- OUGH BRIDGE AND TUNNEL AUTHORITY SUPERIOR OFFICER BENEVOLENT ASSOCIATION OF AN MTA-PUBLIC EMPLOYER (DESCRIBED IN SUBPARAGRAPH (II) OF PARAGRAPH (A) OF THIS SUBDIVISION) MAY ELECT TO BE COVERED BY THE PROVISIONS OF THIS SECTION BY FILING IN WRITING A NOTICE OF PARTICIPATION WITH THE CHAIRMAN OF THE BOARD AND THE CHAIRMAN OF THE METROPOLITAN TRANSPORTA- TION AUTHORITY. § 2. This act shall take effect immediately, provided, however, that the amendments to paragraph (f) of subdivision 5 of section 209 of the civil service law made by section one of this act shall not affect the expiration of such subdivision and shall be deemed to expire therewith.
