BILL NUMBER: S6681 TITLE OF BILL : An act to amend the elder law, in relation to establishing guidelines for the development of community-based programs PURPOSE : To encourage the development of programs to assist seniors at the local level. SUMMARY OF PROVISIONS : Amends the elder law to direct the State Office for the Aging to create guidelines for the development of community-based programs. Such guidelines shall include information on supporting older adults staying in their homes, general safety and prevention of abuse and exploitation, socialization with peers and individuals of all ages, opportunities for volunteerism, and encouraging older adults to embark on new careers if they so wish. VALESKY -- read twice and ordered printed, and when printed to be committed to the Committee on Rules AN ACT to amend the elder law, in relation to establishing guidelines for the development of community-based programs THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Article 2 of the elder law is amended by adding a new title 5 to read as follows: TITLE 5 AGE FRIENDLY COMMUNITIES SECTION 301. GUIDELINES FOR DEVELOPMENT OF COMMUNITY-BASED PROGRAMS. § 301. GUIDELINES FOR DEVELOPMENT OF COMMUNITY-BASED PROGRAMS. IN ORDER TO ENCOURAGE THE DEVELOPMENT OF ACTIVITIES AND PROGRAMS THAT SUPPORT OLDER ADULTS WITHIN COMMUNITIES, THE OFFICE SHALL DEVELOP MATE- RIALS AND GUIDELINES FOR THE DEVELOPMENT OF COMMUNITY-BASED PROGRAMS. SUCH GUIDELINES AND MATERIALS SHALL BE DESIGNED TO ASSIST LOCAL AREA AGENCIES ON AGING, NON-PROFIT ENTITIES, AND COMMUNITY-BASED ORGANIZA- TIONS THAT WISH TO ESTABLISH PROGRAMS FOR SENIORS IN THEIR LOCAL COMMU- NITIES. IN CHOOSING WHAT TYPES OF PROGRAMS FOR WHICH TO DEVELOP GUIDE- LINES AND MATERIALS, THE OFFICE SHALL FOCUS ON PROGRAMS THAT HAVE BEEN SUCCESSFUL IN SUPPORTING OLDER ADULTS IN THE COMMUNITY AND THOSE THAT PROVIDE INNOVATIVE APPROACHES TO EXISTING CHALLENGES. AREAS OF CONCERN, FOR WHICH ENCOURAGING THE SPREAD OF LOCALLY-BASED PROGRAMS WOULD BE MOST BENEFICIAL, SHALL INCLUDE, BUT NOT BE LIMITED TO: (A) SUPPORTING THE ABILITY OF OLDER ADULTS TO STAY IN THEIR HOMES, BOTH THROUGH SERVICES AND ASSISTANCE WITH CHORES AND MAINTENANCE; (B) GENERAL SAFETY AND PREVENTION OF ABUSE AND EXPLOITATION; (C) SOCIALIZATION, BOTH WITH PEERS AND WITH INDIVIDUALS OF ALL AGES; (D) OPPORTUNITIES FOR INVOLVEMENT IN THE LOCAL COMMUNITY, INCLUDING VOLUNTEERISM; AND (E) ENCOURAGING OLDER ADULTS WHO WISH TO CONTINUE THEIR CAREER OR EMBARK ON A NEW CAREER PATH. § 2.
