BILL NUMBER: S726 TITLE OF BILL : An act to amend the general municipal law, in relation to establishing age sixteen as the minimum age for assisting in the conduct of any game of bingo PURPOSE OR GENERAL IDEA OF BILL : To allow individuals age sixteen and seventeen to assist in the conducting of bingo games. SUMMARY OF SPECIFIC PROVISIONS : The bill amends section 486 of the general municipal law to allow individuals age sixteen and seventeen to assist in bingo games. JUSTIFICATION : This legislation would allow individuals who are sixteen and seventeen to assist in conducting bingo games. This legislation would in no way allow them to run games. But this legislation would expand the areas they can work in. Many volunteer organizations use younger members at bingo fund raising events to help get them involved in the organization. Under current law, there is an extremely limited scope of what these younger members can legally do. This legislation would still prevent them from conducting bingo games, but it would expand

ORTT -- read twice and ordered printed, and when printed to be committed to the Committee on Racing, Gaming and Wager- ing AN ACT to amend the general municipal law, in relation to establishing age sixteen as the minimum age for assisting in the conduct of any game of bingo THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 486 of the general municipal law, as amended by chapter 438 of the laws of 1962, is amended to read as follows: § 486. Participation by persons under eighteen. No person under the age of eighteen years shall be permitted to play any game or games of bingo conducted pursuant to any license issued under this article unless accompanied by an adult. No person under the age of eighteen years shall be permitted to conduct [or assist in the conduct of] any game of bingo conducted pursuant to any license issued under this article. NO PERSON UNDER THE AGE OF SIXTEEN YEARS SHALL BE PERMITTED TO ASSIST IN THE CONDUCT OF ANY GAME OF BINGO CONDUCTED PURSUANT TO ANY LICENSE UNDER THIS ARTICLE. § 2. This act shall take effect immediately. EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted. LBD04607-01-7

SUMMARY OF SPECIFIC PROVISIONS : The bill amends section 486 of the general municipal law to allow individuals age sixteen and seventeen to assist in ancillary non-gaming activities of any game of bingo. NOTHING IN THIS SECTION SHALL PREVENT A PERSON SIXTEEN YEARS OF AGE OR OLDER FROM PERFORMING ANCILLARY NON-GAMING ACTIVITIES CONDUCTED IN CONCERT WITH THE CONDUCT OF ANY GAME OF BINGO CONDUCTED PURSUANT TO ANY LICENSE UNDER THIS ARTICLE. § 2. Section 476 of the general municipal law is amended by adding a new subdivision 13 to read as follows: 13. "ANCILLARY NON-GAMING ACTIVITY" SHALL MEAN ANY ACTIVITY NOT DIRECTLY RELATED TO THE CONDUCT OR OUTCOME OF ANY GAME OF BINGO, AND SHALL INCLUDE ASSISTING AT ANY FOOD CONCESSION, CLEANING, MAINTENANCE AND SITE PREPARATION AT THE LOCATION WHERE GAMES OF BINGO ARE CONDUCTED. § 3.
