BILL NUMBER: S7325 SPONSOR: PHILLIPS TITLE OF BILL: An act to amend the labor law, in relation to general powers and duties of the commissioner of labor; and to amend a chapter of the laws of 2017, amending the labor law, relating to general powers and duties of the commission of labor, as proposed in legislative bills numbers S. 3789 and A. 1956, in relation to the effectiveness thereof PURPOSE: Chapter 458 of 2017 required the New York State Department of Labor to annually publish, and post on its website, a catalogue listing and describing various state and federal funding programs and/or tax credits available for workforce development and preparation, adult education, and skills training. SUMMARY OF PROVISIONS: Section one amends subdivision 15 of section 21 of the labor law, as added by Chapter 458 of the laws of 2017.

PHILLIPS -- read twice and ordered printed, and when printed to be committed to the Committee on Rules AN ACT to amend the labor law, in relation to general powers and duties of the commissioner of labor; and to amend a chapter of the laws of 2017, amending the labor law, relating to general powers and duties of the commission of labor, as proposed in legislative bills numbers S. 3789 and A. 1956, in relation to the effectiveness thereof THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision 15 of section 21 of the labor law, as added by a chapter of the laws of 2017, amending the labor law, relating to general powers and duties of the commissioner of labor, as proposed in legislative bills numbers S. 3789 and A. 1956, is amended to read as follows: 15. [Catalogue of] SHALL ESTABLISH AND MAINTAIN AN ONLINE DATABASE TO CATALOGUE AND MAKE AVAILABLE INFORMATION ON workforce development fund- ing PROGRAMS AND MAY PUBLISH ANY ANALYSIS CONDUCTED BY THE DEPARTMENT ON SUCH DATA. [(a) The department shall publish by October first, two thou- sand seventeen and update annually, thereafter, a catalogue of workforce development funding programs. Such catalogue shall include all state and federal funding programs that support the following services, including, but not limited to: (1) employment counseling; (2) the obtainment of a high school diploma or its equivalent; (3) higher education leading to a career; (4) skills and vocational training; (5) skills development and improvement; (6) certifications, licenses and certificates that improve employabil- ity literacy training; (7) English as a second language; (8) life skills instruction; (9) on-the-job training; (10) internships; (11) pre-apprenticeships; EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets
