BILL NUMBER: S7373 SPONSOR: RITCHIE TITLE OF BILL: An act directing the commissioner of the Division of Homeland Security and Emergency Services to develop a plan to increase the number of skills required as part of the Firefighter certification, or the Fire- fighter Recruit I and II certifications, which can be completed at a trainee's home department or online PURPOSE: This bill develops a plan for skill training of firefighters at their home departments or online. RITCHIE -- read twice and ordered printed, and when printed to be committed to the Committee on Veterans, Homeland Securi- ty and Military Affairs AN ACT directing the commissioner of the Division of Homeland Security and Emergency Services to develop a plan to increase the number of skills required as part of the Firefighter certification, or the Fire- fighter Recruit I and II certifications, which can be completed at a trainee's home department or online THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The commissioner of the Division of Homeland Security and Emergency Services is hereby authorized and directed to identify any skills currently required to be taught in an academic setting, or train- ing center as part of the coursework required to test for the Firefight- er certification, or the Firefighter Recruit I and II certifications, as defined in part 426 of title 19 of the New York Codes, Rules and Regu- lations (NYCRR) that may be safely taught at a trainee's home department or through an online course. § 2. Such commissioner is directed to deliver a report to the chair of the Senate Majority Task Force on Counterterrorism and Public Protection, and the chair of the Senate Labor committee within six months of the effective date of this act. Such report shall address the overall mandate of this act and shall suggest ways to increase the number of certified instructors and certified fire training programs as described in parts 426.4 and 426.2 of title 19 of the NYCRR. § 3. The commissioner of the Division of Homeland Security and Emergency Services, in consultation with New York state fire service organizations, and any other entity the commissioner of Division of Homeland Security and Emergency Services deems appropriate, shall study the feasibility of teaching skills currently required to be taught in an academic setting, or training center through an electronic or internet course or at the trainee's fire department. Such study shall also include, but not be limited to, the coursework required to test for the Firefighter certification, or the Firefighter Recruit I and II certif- ications, as defined in part 426 of title 19 of the New York Codes, Rules and Regulations (NYCRR), the cost or savings that could be attri- buted to training through electronic or internet course or at the train- ee's fire department, costs or savings of required training equipment, ways to decrease the number of certified instructors and certified fire training programs needed. In reviewing the coursework, the study shall examine the practices of other governmental entities to compare training standards and include recommendations, if any, to enhance Firefighter certification in the state of New York.
