   Committee on Corporations, Authorities and Commissions
 
 AN ACT to amend the public authorities  law,  in  relation  to  reducing
   tolls  for  residents  of  certain  counties on the Verrazzano-Narrows
   bridge
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  The  public  authorities  law  is amended by adding a new
 section 553-l to read as follows:
   § 553-L. VERRAZZANO-NARROWS BRIDGE; RESIDENT TOLL  REDUCTION  PROGRAM.
 NOTWITHSTANDING ANY INCONSISTENT PROVISION OF LAW, BUT SUBJECT TO AGREE-
 MENTS  WITH  NOTEHOLDERS  AND  BONDHOLDERS,  THE AUTHORITY SHALL USE ANY
 ADDITIONAL TOLL REVENUE GENERATED AS A RESULT OF CONGRESS PASSING UNITED
 STATES PUBLIC LAW 116-69 EXCLUSIVELY TO REDUCE THE TOLLS  FOR  RESIDENTS
 OF  THE COUNTIES OF KINGS AND RICHMOND USING A NEW YORK CUSTOMER SERVICE
 E-ZPASS ACCOUNT ON THE VERRAZZANO-NARROWS BRIDGE.  THE  AMOUNT  OF  SUCH
 REDUCTION  SHALL  BE  DETERMINED  BY THE BOARD AND SHALL BE BASED ON THE
 DIFFERENCE BETWEEN THE AMOUNT OF TOLL REVENUE GENERATED BEFORE AND AFTER
 THE IMPLEMENTATION OF TWO-WAY TOLLING ON THE VERRAZZANO-NARROWS  BRIDGE.
 THIS  REDUCTION  SHALL  NOT SUBSTITUTE, BUT BE IN ADDITION TO, ANY OTHER
 REBATES, CREDITS OR DISCOUNTS CURRENTLY RECEIVED BY E-ZPASS USERS CROSS-
 ING THE VERRAZZANO-NARROWS BRIDGE.
   § 2. This act shall take effect immediately.
