   tee on Environmental Conservation
 
 AN  ACT  to amend part H of chapter 58 of the laws of 2019, amending the
   environmental conservation law and other laws relating to establishing
   guidelines for bag waste reduction, in relation to  the  effectiveness
   thereof; and suspends any rule or regulation concerning such bag waste
   reduction currently in effect until January 1, 2021 in response to the
   public health emergency related to the coronavirus (COVID-19)
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Section 5 of part H of chapter 58  of  the  laws  of  2019,
 amending  the  environmental conservation law and other laws relating to
 establishing guidelines for bag waste reduction, is amended to  read  as
 follows:
   § 5. This act shall take effect [March 1, 2020] JANUARY 1, 2021.
   §  2. Any rule or regulation established and/or enacted in furtherance
 of part H of chapter 58 of the laws of 2019  are  hereby  suspended  and
 shall resume effectiveness on January 1, 2021.
   §  3.  This  act  shall take effect immediately and shall be deemed to
 have been in full force and effect on and after March 1, 2020.
