S T A T E O F N E W Y O R K ________________________________________________________________________ 10765 I N A S S E M B L Y July 9, 2020 ___________ Introduced by COMMITTEE ON RULES -- (at request of M. of A. Hunter) -- read once and referred to the Committee on Higher Education AN ACT to amend the education law, in relation to establishing a program to incentivize unemployed individuals to enter jobs in healthcare THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 305 of the education law is amended by adding a new subdivision 59 to read as follows: 59. NOTWITHSTANDING ANY PROVISION OF LAW TO THE CONTRARY, THE COMMIS- SIONER, IN CONJUNCTION WITH THE COMMISSIONER OF HEALTH AND THE COMMIS- SIONER OF LABOR SHALL ESTABLISH A PROGRAM WHICH INCENTIVIZES UNEMPLOYED INDIVIDUALS TO ENTER JOBS IN HEALTHCARE, INCLUDING BUT NOT LIMITED TO, CERTIFIED NURSE AIDES. SUCH INCENTIVES SHALL INCLUDE, BUT NOT BE LIMITED TO, EXPEDITED TRAINING AND CERTIFICATION PROCESSES FOR SUCH HEALTHCARE POSITIONS AS DETERMINED BY THE COMMISSIONER. § 2.
