 AN ACT to amend the education law, the  executive  law  and  the  public
   health  law,  in  relation to requiring licensed mental health counse-
   lors, psychologists, other certified or  licensed  counseling  profes-
   sionals  and  emergency  services  personnel  to  complete training in
   suicide risk assessment and intervention
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  Section  7603 of the education law is amended by adding a
 new subdivision 4-a to read as follows:
   (4-A) TRAINING: HAVE COMPLETED A MINIMUM OF SIX HOURS OF COURSEWORK OR
 APPLIED EXPERIENCE UNDER SUPERVISION  IN  SUICIDE  RISK  ASSESSMENT  AND
 INTERVENTION AND A MINIMUM OF THREE HOURS OF CONTINUING EDUCATION RELAT-
 ING TO SUICIDE RISK ASSESSMENT AND INTERVENTION;
   §  2. Subdivision 1 of section 7704 of the education law is amended by
 adding a new paragraph (d-1) to read as follows:
   (D-1) TRAINING: HAVE COMPLETED A MINIMUM OF SIX HOURS OF COURSEWORK OR
 APPLIED EXPERIENCE UNDER SUPERVISION  IN  SUICIDE  RISK  ASSESSMENT  AND
 INTERVENTION AND A MINIMUM OF THREE HOURS OF CONTINUING EDUCATION RELAT-
 ING TO SUICIDE RISK ASSESSMENT AND INTERVENTION;
   §  3. Subdivision 2 of section 7704 of the education law is amended by
 adding a new paragraph (d-1) to read as follows:

   §  4.  Paragraphs  (h)  and (i) of subdivision 2 of section 158 of the
 executive law, as amended by section 28 of part B of chapter 56  of  the
 laws  of  2010,  are amended and a new paragraph (j) is added to read as
 follows:
   (h) Exemptions from particular provisions of this article in the  case
 of  any  county, city, town, village or fire district, if in the opinion
 of the state fire administrator the standards of  fire  training  estab-
