 AN  ACT  to  require the commissioner of education, in consultation with
   the department of labor and any other appropriate agency,  to  produce
   an  annual  report regarding state workforce projections and education
   credential production; and providing for the repeal of such provisions
   upon expiration thereof
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  The  commissioner  of education, in consultation with the
 department of labor and any other appropriate agency, shall  produce  an
 annual  report regarding state workforce need projections and credential
 production. The report shall:
   a. indicate the state's anticipated workforce needs for the next  four
 years  and  the  number  of degrees, certificates, and other credentials
 that institutions of higher education and vocational schools  expect  to
 issue over the next four years;
   b.  indicate  the  state's anticipated number of degrees, certificates
 and other credentials that high school vocational programs,  apprentice-
 ship programs and other workforce training programs expect to issue over
 the next four years;
   c. identify any workforce needs, including areas of specialization and
 levels  of  experience within a particular vocation, that may not be met
 by current education, training, and apprenticeship programs;
   d.   determine  whether  additional  career  and  technical  education
 programs are needed to help fill identified workforce needs;
   e.  identify  institutions  that  can meet the workforce needs through
 expansion of existing programs or by developing new programs; and
   f. determine whether the education department, in conjunction with the
 department of labor, can make future information, studied  and  provided
 for under this act, available on a real-time basis, including a determi-
