 AN  ACT  to require the commissioner of education to create a state-wide
   competition among SUNY and CUNY  schools  with  prizes  going  to  the
   schools  that  produce  the most cost-efficient method of reducing CO2
   emissions
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  The  commissioner of education shall create and sponsor a
 state-wide competition among teams of  students  who  attend  the  state
 university  of  New  York or the city university of New York designed to
 challenge and inspire the states' brightest and most  inventive  college
 students to produce the most cost-efficient method of reducing CO2 emis-
 sions. The awards for the teams competing in the competition:
   First Place: $100,000 to the winning university with an agreement that
 the award be used to improve environmental programs at the university.
   Second  Place:  $50,000  for the university with an agreement that the
 award be used to improve environmental programs at the university.
   Third Place: $10,000 for the university with  an  agreement  that  the
 award be used to improve environmental programs at the university.
   § 2. This act shall take effect immediately.
