 AN ACT to amend the administrative code of the  city  of  New  York,  in
   relation  to  establishing  the  commission  on  Roosevelt Avenue, and
   providing for its powers and duties; and providing for the  repeal  of
   such provisions upon expiration thereof

   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Title 22 of the administrative code of the city of New York
 is amended by adding a new chapter 12 to read as follows:
 
                                CHAPTER 12
                      COMMISSION ON ROOSEVELT AVENUE
 
   § 22-1201 COMMISSION ON ROOSEVELT AVENUE.  A. A COMMISSION  ON  ROOSE-
 VELT AVENUE IS HEREBY ESTABLISHED TO EXAMINE, EVALUATE, MAKE RECOMMENDA-
 TIONS  AND ADVISE THE GOVERNOR, THE STATE LEGISLATURE, THE MAYOR AND THE
 COUNCIL CONCERNING, BUT NOT LIMITED TO:
   (1) ECONOMIC DEVELOPMENT ALONG ROOSEVELT  AVENUE  IN  THE  BOROUGH  OF
 QUEENS, BETWEEN FORTY-NINTH STREET AND ONE HUNDRED FOURTEENTH STREET;
   (2)  THE  REDUCTION  OF CRIME ALONG ROOSEVELT AVENUE IN THE BOROUGH OF
 QUEENS, BETWEEN FORTY-NINTH STREET AND ONE HUNDRED FOURTEENTH STREET;
   (3) QUALITY OF LIFE ISSUES  AFFECTING  THOSE  PERSONS  RESIDING  ALONG
 ROOSEVELT  AVENUE  IN  THE BOROUGH OF QUEENS, BETWEEN FORTY-NINTH STREET
 AND ONE HUNDRED FOURTEENTH STREET; AND
   (4) THE ESTABLISHMENT AND IMPLEMENTATION OF IMPROVED  ENFORCEMENT  AND
 COORDINATION  EFFORTS  BY  CITY  AND STATE AGENCIES WHICH HAVE OVERSIGHT
 FUNCTIONS ALONG ROOSEVELT AVENUE  IN  THE  BOROUGH  OF  QUEENS,  BETWEEN
 FORTY-NINTH STREET AND ONE HUNDRED FOURTEENTH STREET.
   B. (1) THE COMMISSION ON ROOSEVELT AVENUE SHALL BE COMPOSED OF FIFTEEN
 MEMBERS AS FOLLOWS:
