 AN ACT to amend the banking law, the general business  law,  the  social
   services  law  and  the insurance law, in relation to a braille option
   for all identifications cards

   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  The  banking  law is amended by adding a new section 3 to
 read as follows:
   § 3. BRAILLE OPTION FOR ALL IDENTIFICATION CARDS. ANY AND  ALL  FINAN-
 CIAL INSTITUTIONS THAT ISSUE DEBIT, CREDIT OR OTHER IDENTIFICATION CARDS
 SHALL,  UPON  REQUEST, SUPPLY A CUSTOMER WITH A CARD THAT HAS EITHER ALL
 INFORMATION WRITTEN IN BRAILLE OR IN BOTH BRAILLE AND PRINT.
   § 2. The general business law is amended by adding a new section 397-b
 to read as follows:
   § 397-B. BRAILLE OPTION FOR ALL  IDENTIFICATION  CARDS.  ANY  AND  ALL
 FINANCIAL  INSTITUTIONS  THAT ISSUE DEBIT, CREDIT, HEALTH OR OTHER IDEN-
 TIFICATION CARDS SHALL, UPON REQUEST, SUPPLY A CUSTOMER WITH A CARD THAT
 HAS EITHER ALL INFORMATION WRITTEN IN BRAILLE OR  IN  BOTH  BRAILLE  AND
 PRINT.
   §  3. The social services law is amended by adding a new section 24 to
 read as follows:
   § 24. BRAILLE OPTION FOR ALL IDENTIFICATION CARDS. ANY AND ALL  CARDS,
 INCLUDING, BUT NOT LIMITED TO IDENTIFICATION CARDS ISSUED BY THE DEPART-
 MENT  SHALL,  UPON  REQUEST,  SUPPLY  AN INDIVIDUAL WITH A CARD THAT HAS
 EITHER ALL INFORMATION WRITTEN IN BRAILLE OR IN BOTH BRAILLE AND PRINT.
   § 4. The insurance law is amended by adding a new section 313 to  read
 as follows:
   § 313. BRAILLE OPTION FOR ALL IDENTIFICATION CARDS. ANY AND ALL INSTI-
 TUTIONS  THAT  ISSUE  HEALTH  OR  OTHER IDENTIFICATION CARDS SHALL, UPON
 REQUEST, SUPPLY A CUSTOMER WITH A CARD THAT HAS EITHER  ALL  INFORMATION
 WRITTEN IN BRAILLE OR IN BOTH BRAILLE AND PRINT.
   § 5. This act shall take effect immediately.
