ABINAN- TI, BARRON, BICHOTTE, COOK, DILAN, DINOWITZ, GANTT, GLICK, GOTTFRIED, HYNDMAN, JAFFEE, LENTOL, MOSLEY, NIOU, NOLAN, O'DONNELL, ORTIZ, PERRY, QUART, RICHARDSON, RODRIGUEZ, ROZIC, SEAWRIGHT, SIMOTAS, TITUS, WEPRIN -- read once and referred to the Committee on Cities AN ACT to amend the general city law, in relation to materials submitted in support of applications for an identity card issued by the city of New York THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Legislative intent. The legislature finds and declares that the city of New York issues a New York city identification card, which provides government issued identification to any resident of the city who files an application with sufficient proof of identity and resi- dence. The legislature further finds and declares that information submitted when applying for such identification card is protected as confidential by the city of New York. The legislature further finds and declares that in order to adequately protect the confidentiality of such applicants, such documents fall within the personal privacy and other exemptions of the freedom of information law, and would therefore be exempt from disclosure. However, due to the great importance of the privacy interests of such applicants, it should be made clear that these materials are not subject to disclosure under the freedom of information law. Accordingly, the legislature hereby finds and declares that it is necessary and appropriate to prevent such documents from being made available for inspection and copying under the freedom of information law and comparable provisions of the New York city charter. § 2. Subdivision 14 of section 20 of the general city law, as added by chapter 247 of the laws of 1913, is amended to read as follows: 14.
