 AN ACT to amend the labor law, in relation to  exempting  municipalities
   from certain prevailing wage requirements
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:

   Section 1. Section 220 of the labor law is amended  by  adding  a  new
 subdivision 10 to read as follows:
   10.  TO THE EXTENT NOT IN VIOLATION OF THE PROVISIONS OF ARTICLE NINE-
 TEEN OF THIS CHAPTER OR THE PROVISIONS OF THE FEDERAL  DAVIS-BACON  ACT,
 THE PROVISIONS OF THIS SECTION SHALL NOT APPLY TO PUBLIC WORKS CONTRACTS
 ENTERED  INTO  BY  ANY COUNTY, CITY HAVING A POPULATION OF LESS THAN ONE
 MILLION PEOPLE, TOWN OR VILLAGE WHEN THE CONTRACT PROJECT HAS AN  AGGRE-
 GATE VALUE OF LESS THAN ONE HUNDRED THOUSAND DOLLARS.
   §  2. This act shall take effect on the first of April next succeeding
 the date upon which it shall have become a law.
