   referred to the Committee on Governmental Operations
 
 AN  ACT  to amend the legislative law, in relation to requiring that all
   members of the senate and assembly have  a  minimum  number  of  bills
   brought to the chamber floor for consideration and vote every legisla-
   tive session calendar year
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. The legislative law is amended by adding a new section  5-b
 to read as follows:
   §  5-B.  FLOOR  VOTES  ON  LEGISLATION.  EACH MEMBER OF THE SENATE AND
 ASSEMBLY SHALL HAVE A MINIMUM OF FIVE BILLS, NOT INCLUDING ANY BUDGET OR
 APPROPRIATION BILLS, BROUGHT TO THE FLOOR FOR A VOTE  EVERY  LEGISLATIVE
 SESSION  CALENDAR YEAR. NO BILL MAY BE HELD IN COMMITTEE INDEFINITELY TO
 CIRCUMVENT THE REQUIREMENTS OF THIS SECTION.
   § 2. This act shall take effect immediately.
