2019-A6198 (ACTIVE) - Summary

Establishes the "minimum standards for subsidized jobs act"; defines terms; restricts persons, associations, corporations or other entities from being eligible to receive any economic development subsidies unless such entities pay all of their employees a minimum wage that is at least one dollar per hour higher than the state's minimum wage; employs twenty percent of its workers who will participate in the state worker training program, and have not been adjudicated to be in violation of any federal, state or local laws for at least the previous five years.

 AN  ACT to amend the labor law, in relation to establishing the "minimum
   standards for subsidized jobs act"
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:

   Section 1. Short title. This act shall be known as the "minimum stand-
 ards for subsidized jobs act".
   §  2.  Legislative  findings and purpose. The legislature hereby finds
 and declares that:
   (a) Every year, New York state awards money  in  economic  development
 subsidies to for-profit businesses.
   (b)  When  government  invests  in  economic  development, it makes no
 economic sense to support the creation or promotion of jobs that do  not
 give workers the chance to earn a decent living.
   (c)  When  state-subsidized  jobs provide low wages and poor benefits,
 they increase the need for government services, including public assist-
 ance for food, housing, health care, and child care.
   The purpose of this act is to improve the  effectiveness  of  economic
 development  expenditures,  take  pressure  off  state  social  services
 programs, and improve the public health and  welfare  by  ensuring  that
 major state subsidies are used to support at least minimum living stand-
 ards for working families.
   §  3. The labor law is amended by adding a new article 19-D to read as
 follows:

 SECTION 696. DEFINITION.
