 AN ACT to amend the vehicle and traffic law, in relation to removing the
   cap on emission inspection facilities in a county
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:

   Section 1. Subdivision (a) of section 303 of the vehicle  and  traffic
 law is amended by adding a new paragraph 4 to read as follows:
   (4)  THE COMMISSIONER SHALL NOT LIMIT THE MAXIMUM NUMBER OF INSPECTION
 STATION LICENSES, PUBLIC OFFICIAL EMISSIONS INSPECTION STATION LICENSES,
 OR CERTIFICATES TO INSPECT VEHICLES ISSUED WITHIN A COUNTY.
   § 2. This act shall take effect on the ninetieth day  after  it  shall
 have become a law. Effective immediately, the addition, amendment and/or
 repeal  of  any  rule  or regulation necessary for the implementation of
 this act on its effective date are authorized and directed  to  be  made
 and completed on or before such effective date.
