 AN ACT to amend the agriculture and markets law, in relation to  assist-
   ance   with  aggregating,  processing  and  transporting  agricultural
   products for producers and processors

   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  Subdivision  5-b  of  section  16  of the agriculture and
 markets law is amended by adding a new paragraph (d) to read as follows:
   (D) PROVIDE, IN COOPERATION WITH CORNELL  COOPERATIVE  EXTENSION,  THE
 DEPARTMENT  OF  ECONOMIC  DEVELOPMENT  AND  OTHER  RESOURCES,  TECHNICAL
 ASSISTANCE, TO SMALL SCALE  PRODUCERS  AND  PROCESSORS  OF  AGRICULTURAL
 PRODUCTS  WHO  ARE  INTERESTED IN COORDINATING WITH EACH OTHER TO AGGRE-
 GATE, PROCESS AND TRANSPORT AGRICULTURAL PRODUCTS WITH THE GOAL OF SELL-
 ING SUCH PRODUCTS IN SUFFICIENT QUANTITIES TO MEET THE DEMANDS  OF  FOOD
 BUSINESSES AND INSTITUTIONAL BUYERS, AND IDENTIFY AND DISSEMINATE INFOR-
 MATION TO PROVIDE TO SUCH PRODUCERS AND PROCESSORS ON FEDERAL, STATE AND
 PRIVATE GRANT OR OTHER ASSISTANCE PROGRAMS WITH THE PURPOSE OF ASSISTING
 AND  SUPPORTING  SUCH  COORDINATION.  THE ASSISTANCE PROVIDED UNDER THIS
 PARAGRAPH MAY ALSO BE INCLUDED  AS  PART  OF  THE  PROCUREMENT  TRAINING
 PROGRAMS AUTHORIZED IN SUBDIVISION TWO-D OF THIS SECTION.
   §  2.  This  act shall take effect on the ninetieth day after it shall
 have become a law.
