AN ACT to amend chapter 54 of the laws of 2019, enacting the capital
projects budget, in relation to including all religious houses of
worship in the safety and security projects for at risk facilities
grant program
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:
Section 1. Section 1 of chapter 54 of the laws of 2019, enacting the
capital projects budget, is amended by adding thereto the items herein-
below set forth in italic and is amended by deleting therefrom the items
hereinbelow set forth in brackets as follows:
SAFETY AND SECURITY PROJECTS FOR AT RISK FACILITIES (CCP) ... 25,000,000

Program Improvement/Change Purpose
For competitive grants to provide safety and
security projects at nonpublic schools,
community centers, residential camps,
[and] day care facilities AND ALL RELI-
GIOUS HOUSES OF WORSHIP at risk of hate
crimes or attacks because of their ideol-
ogy, beliefs or mission. Provided that an
assessment of facilities at risk may
include, but not be limited to, consider-
ations of the vulnerabilities of the
organization based on its location and
membership, and the potential consequences

of a hate crime or attack at the facility.
The amount appropriated herein may be
transferred or suballocated to the divi-
sion of homeland security and emergency
services to accomplish the intent of this
appropriation (11HS1908) (55970) ............ 25,000,000
§ 2. This act shall take effect immediately and shall be deemed to
have been in full force and effect on the same date and in the same
manner as chapter 54 of the laws of 2019 took effect.
