 AN ACT in relation to directing the New York state comptroller  and  the
   New  York  Public Service Commission to conduct a feasibility study on
   supplying public water to all of New York American Water customers

   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1. a. The New York state comptroller, in conjunction with the
 New York Public Service Commission, shall conduct  a  feasibility  study
 and prepare a report on supplying public water service to New York Amer-
 ican Water customers. Such study shall explore the overall costs of such
 public water service, and establish a cost-effective and efficient meth-
 od  of providing such public water service. Such study shall also estab-
 lish  whether  converting  to  public  water  service  would  result  in
 decreased  cost  and  increased quality of water service for current New
 York American Water customers.
   b. Within one year of the effective date of this  act,  the  New  York
 state comptroller and the New York Public Service Commission shall issue
 a  report  of the findings of the feasibility study to the governor, the
 temporary president of the senate and the speaker of the assembly.
   § 2. This act shall take effect immediately.
