 AN  ACT  to  amend  the  environmental  conservation law, in relation to
   veteran access to free sport fishing days; and in relation to  veteran
   access to free hunting, fishing, and trapping licenses

   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Subdivision 14 of  section  11-0305  of  the  environmental
 conservation  law,  as amended by section 24 of part EE of chapter 55 of
 the laws of 2014, is amended to read as follows:
   14. Notwithstanding any inconsistent provision of law, the commission-
 er may designate no more than eight days in  each  year  that  shall  be
 effective  in  every  administrative  region  of the department, as free
 sport fishing days during which any person may, without having  a  sport
 fishing  license and without the payment of any fee, exercise the privi-
 leges of a holder of a sport fishing license,  subject  to  all  of  the
 limitations,  restrictions,  conditions,  laws,  rules  and  regulations
 applicable to the holder of a sport fishing license. Free sport  fishing
 days  shall  be  designated  in a manner determined by the department to
 best provide public notice thereof and to maximize public  participation
 therein,  so  as  to  promote the recreational opportunities afforded by
 sport fishing. NO LESS THAN TWO OF SUCH FREE SPORT  FISHING  DAYS  SHALL
 PRIORITIZE ACCESS BY VETERANS.
   §  2.  Subdivision 4 of section 11-0715 of the environmental conserva-
 tion law, as amended by section 6 of part R of chapter 58 of the laws of
 2013, is amended to read as follows:
   4. A person, resident in the state for at least thirty days immediate-
 ly prior to the date of application, who [has been honorably  discharged
 from  service  in the armed forces of the United States and certified as
 having a forty percent or greater  service-connected  disability]  IS  A
 VETERAN, AS DEFINED IN SECTION THREE HUNDRED FIFTY OF THE EXECUTIVE LAW,
 
  EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets
                       [ ] is old law to be omitted.
