 AN ACT directing the New York state thruway authority to conduct a study
   exploring  the cost of modernizing E-ZPass toll booth systems to allow
   for faster crossing of toll areas

   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1. The New York state thruway authority, in consultation with
 the department of transportation, shall conduct a study of the  cost  to
 modernize the E-ZPass toll booth systems to allow for faster crossing of
 toll areas. Such study shall include, but not be limited to, the cost of
 upgrading  toll  areas  to allow for faster passing of vehicles equipped
 with an E-ZPass, the disruption to traffic at toll plazas while  upgrad-
 ing  such  systems, and how long it would take to complete such improve-
 ments.
   § 2. No later than one year after the effective date of this act,  the
 New  York  state  thruway authority shall submit to the governor and the
 legislature a report based on the study described in section one of this
 act.
   § 3. This act shall take effect immediately.
