 AN ACT to require the department of education to establish  a  rainwater
   harvesting  pilot  program;  and  providing  for  the  repeal  of such
   provisions upon expiration thereof
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:

   Section 1. (a) The department of education shall establish a rainwater
 harvesting  pilot  program  to study the cost benefits and environmental
 benefits of rainwater harvesting for educational facilities. Such  pilot
 program  shall be conducted using underground rainwater harvesting tanks
 linked to bio-filtration systems for purposes of reducing combined sewer
 overflows and shall be conducted in all public schools within the state.
   (b) The department of education shall conduct  an  evaluation  of  the
 pilot  program  and  shall  submit  a final report with its findings and
 legislative recommendations within two years after the effective date of
 this act to the governor and the legislature.
   ยง 2. This act shall take effect immediately; provided,  however,  that
 this  act  shall  expire and be deemed repealed two years after it shall
 have become a law.
