 AN  ACT  authorizing the commissioner of education to make a payment for
   building aid to which the Norwich city school district is entitled  to
   be used for services and expenses of such school district
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. In order to avoid endangering the fiscal stability  of  the
 Norwich  city  school  district,  certain  apportionments payable to the
 Norwich city school district shall be paid on an  accelerated  schedule.
 Notwithstanding  any other provisions of law, the commissioner of educa-
 tion shall make a payment for the allotted balance of state building aid
 to which the Norwich city school district is entitled in an amount equal
 to $850,684 no later than June 30, 2020. Funds paid pursuant to this act
 shall be used for services and  expenses  of  the  Norwich  city  school
 district and shall be applied to support of its educational programs and
 any  liability incurred by such city school district in carrying out its
 functions and responsibilities under the education law.
   § 2. If any clause, sentence, subdivision, paragraph, section or  part
 of  this  act  be adjudged by any court of competent jurisdiction, to be
 invalid, such judgment  shall  not  affect,  impair  or  invalidate  the
 remainder thereof, but shall be confined in its operation to the clause,
 sentence,  subdivision,  paragraph,  section  or  part  thereof directly
 involved in the controversy in  which  such  judgment  shall  have  been
 rendered.
   § 3. This act shall take effect immediately.
