 AN ACT to amend the correction law, in relation to offering college-lev-
   el courses at all state-operated correctional facilities in the state
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:

   Section  1.  Section  136 of the correction law is amended by adding a
 new subdivision 4 to read as follows:
   4. NOTWITHSTANDING ANY OTHER PROVISIONS OF THIS SECTION,  THE  COMMIS-
 SIONER,  IN  COOPERATION WITH THE COMMISSIONER OF EDUCATION AND DIRECTOR
 OF EDUCATION, SHALL COLLABORATE WITH THE BOARD OF TRUSTEES OF THE  STATE
 UNIVERSITY  OF NEW YORK, THE BOARD OF TRUSTEES OF THE CITY UNIVERSITY OF
 NEW YORK AND  THE  COUNCIL  OF  GOVERNING  BOARDS  FOR  THE  INDEPENDENT
 COLLEGES  OF NEW YORK TO IMPLEMENT THE OFFERING OF COLLEGE-LEVEL COURSES
 AT ALL STATE-OPERATED CORRECTIONAL FACILITIES WHERE FEMALE  INCARCERATED
 INDIVIDUALS  ARE CONFINED ON OR BEFORE JANUARY FIRST, TWO THOUSAND TWEN-
 TY-ONE. SUCH COURSES SHALL BE OFFERED AT ALL STATE-OPERATED CORRECTIONAL
 FACILITIES ON OR BEFORE JANUARY FIRST, TWO THOUSAND TWENTY-THREE.   SUCH
 COURSES  SHALL APPLY TOWARDS THE COMPLETION OF A COLLEGE DEGREE PROGRAM.
 THE DEPARTMENT SHALL ENSURE THAT ALL COLLEGE-LEVEL COURSE OFFERINGS  ARE
 UNIFORM  AMONG  ALL  THE  STATE-OPERATED  CORRECTIONAL FACILITIES IN THE
 STATE PURSUANT TO SECTION ONE HUNDRED FOURTEEN OF THIS ARTICLE.
   § 2. This act shall take effect immediately.
