S T A T E O F N E W Y O R K ________________________________________________________________________ 9642 I N A S S E M B L Y January 29, 2020 ___________ Introduced by M. of A. ARROYO -- read once and referred to the Committee on Governmental Operations AN ACT to establish a temporary state commission to study the threat of new technologies as an extension of domestic violence; and providing for the repeal of such provisions upon expiration thereof THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. There is hereby established a temporary commission, to be known as the "commission on the prevention of domestic violence via the use of new technologies", hereinafter "the commission", for the purpose of studying how new technologies are being used by individuals, includ- ing but not limited to, stalkers and domestic violence perpetrators, to abuse, harass and victimize their targets. § 2. The commission shall consist of nine members to be appointed as follows: (a) five members to be appointed by the governor; (b) one member to be appointed by the temporary president of the senate; (c) one member to be appointed by the speaker of the assembly; (d) one member to be appointed by the minority leader of the senate; and (e) one member to be appointed by the minority leader of the assembly. § 3. (a) The commission shall study how new technologies are being used by individuals to stalk, harass, abuse and continue to victimize their targets by studying issues including but not limited to: (i) what current technologies are being used by individuals against their targets; (ii) how individuals are using such technologies to victimize their targets; (iii) comparative state policies that have aided in creating a regula- tory structure for such technologies and whether such measures would be similarly effective in this state; and (iv) the potential impact on the technology industry of any regulatory measures proposed by this study. The commission shall consist of nine members to be appointed as follows: (a) five members to be appointed by the governor; (b) one member to be appointed by the temporary president of the senate; (c) one member to be appointed by the speaker of the assembly; (d) one member to be appointed by the minority leader of the senate; and (e) one member to be appointed by the minority leader of the assembly. § 3.
