FAHY -- read once and referred to the Committee on Energy AN ACT to amend the energy law, in relation to requiring an annual report on appliance and equipment energy efficiency standards and resulting energy and utility bill savings THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision 4 of section 16-106 of the energy law, as added by a chapter of the laws of 2019, amending the energy law relating to requiring an annual report on appliance and equipment energy efficiency standards and resulting energy and utility bill savings, as proposed in legislative bills numbers S. 5866 and A. 7779, is amended to read as follows: 4. [Beginning in two thousand twenty-one, by] BY March fifteenth of [each year] TWO THOUSAND TWENTY-ONE, the secretary AND THE PRESIDENT shall produce a report to the governor, the speaker of the assembly, the temporary president of the senate, the chair of the assembly committee on energy and the chair of the senate committee on energy and telecommu- nications on the status of regulations establishing energy efficiency performance standards pursuant to this article, which shall indicate for each product enumerated in subdivision one of section 16-104 of this article [whether such] THE STATUS OF THE IMPLEMENTATION OF performance standards [have been (a) adopted, (b) proposed, or (c) determined to be preempted by federal government energy efficiency standards. For any product that has not been determined by the secretary to be preempted by federal government energy efficiency standards and for which regulations establishing energy efficiency performance standards have not been proposed, the report shall set forth the reasons that no standards have been proposed. THE report shall also set forth the estimated potential annual reductions in energy use and potential utility bill savings resulting from adopted perform- ance standards for the years two thousand twenty-five and two thousand thirty-five and the potential cumulative reductions in energy use through the year two thousand thirty-five.
