TITLE OF BILL:

An act to amend the state finance law, in relation to the school-based
health centers fund

 
PURPOSE:

This bill creates a personal income tax check-off box for donations to
the school-based health centers fund. Contributions shall be made in
whole dollar amounts. Such funds shall be deposited in the "school-based
health centers fund" in the custody of the Comptroller to be used by the
Department of Health to fund expansion of medical services at existing
school based health sites orto establish new sites.

 
SUMMARY OF PROVISIONS:

The tax law is amended by adding a new section 630-f to allow state tax
payers to contribute to school-based health centers on their state tax
              

forms commencing on or after January first, two thousand nineteen, an
individual in any taxable year may elect to contribute to the school-
based health centers fund. The state finance law is amended by adding a
new section 99-bb to create a new school-based health centers fund in
the joint custody of the comptroller and the commissioner of health.

JUSTIFICATION:

For school-age children and youth in high need areas, School Based
Health Clinics are the first line of defense against costly hospitaliza-
tions because they provide preventive services for such chronic condi-
tions as epileptic seizures, asthma, diabetes, gastroenteritis, urinary
tract infections, nutritional deficiencies, and pelvic inflammatory
disease. Mental health services offered at some of these clinics have
produced significant declines in depression and improvements in well-
ness. Creation of an income tax check off will permit expansion of
services and development of new sites to provide these vital health
