BILL NUMBER: S8965 SPONSOR: KAMINSKY TITLE OF BILL: An act to amend the state finance law and the tax law, in relation to implementing "The New York State Low Embodied Carbon Concrete Leadership Act" PURPOSE OR GENERAL IDEA OF BILL: To establish a low embodied carbon procurement standard for concrete used in public construction projects that will rapidly incentivize emis- sions reductions throughout the concrete production process. The low embodied carbon procurement standard will leverage the State's substan- tial concrete purchasing power to catalyze low carbon alternative meth- ods and products in the concrete and cement industries as a whole. The standard would also establish New York as a leader in the emerging low embodied carbon concrete sector, resulting in new economic activity and job creation.
